Hong Kong government launched the "Elderly Health Care Voucher Scheme" in 2009 to alleviate the medical burden of the elderly and their families. The scheme aims to subsidize eligible elderly people to use private primary healthcare services, so that they can receive timely professional diagnosis, examinations, and treatment, while reducing the pressure on the public healthcare system.
Elderly people aged 65 or above who hold a valid Hong Kong Identity Card or an "Exemption Registration Certificate" issued by the Immigration Department do not need to register in advance or collect vouchers to enjoy the voucher service.
1. Each eligible elderly person can receive HK$2,000 health care vouchers per year.
2. Unused vouchers can be accumulated, with an upper limit of HK$8,000.
3. From July 28, 2023, eligible elderly people can also share vouchers with their spouse. With the consent of both parties and completion of the linking process of their voucher accounts, when one party's voucher account is exhausted, the balance in the spouse's account can be used.
4. When the elderly person uses the voucher for the first time, the registered healthcare service provider will open a personal voucher account for them.
5. After using the voucher, we will provide a "Voucher Usage Record", and the system will also notify the elderly person or their designated family member / caregiver by phone message.
